August OVC Virtual PLC

This training examines the many different types of traffickers, trafficking dynamics, and exploitation settings that can bring minor victims into contact with the courts. Participants will explore how traffickers may operate as adults, peers, family members, intimate partners, gangs, organized networks, or trusted community members, and how each may use different forms of grooming, coercion, threats, dependency, isolation, fraud, or emotional manipulation to control a child. The training focuses on identifying the specific manipulation tactics that make exploitation appear to be a child’s choice, delinquency, or criminal behavior, rather than evidence of victimization. Through case studies and facilitated discussion, participants will learn to recognize how blame is shifted onto minors in different trafficking contexts and how court professionals can respond in ways that expose offender accountability, reduce system-based harm, and treat exploited children as victims in need of protection, services, and support.
